Preview VDB is being created as empty file. Will not deploy. Missing contents.

Seems the changes to CreatePreviewVdbJob are now preventing new Preview Vdb's from being initially saved with the contents (i.e. vdb.xml manifest).

Worked with Dan and we'll need to code for the case of the initial creation where we need to insure we call vdb.save().
