Add action to create new operations from Operations Editor tree

Users can create operations from the Model Explorer, but can't create them from the Operations Editor.

• Create a new action and dialog to create an operation from the Operations tree view in the editor. Dialog would have input/editing for Input/Output variable names, SQL text editor, input variables and maybe content via element selector?
