Steps to Reproduce:

Hide

1. right-click a project, and select Import
2. select Teiid Designer>File Source(Flat) >> Source and View Model, click Next
3. click New to create data source connection profile, click Next
4. select home folder which contains Shift-JIS csv file, and click Next
5. click Finish.
6. check a csv file which is written in Shift-JIS.
7. enter a name in Source Model Definition, click Next.
8. you see garbled chars in File Contents Preview, click Next
9. you can see gabled chars everywhere, click Next
10. you cat not click Finish, even if you enter view name

Non-UTF-8 Multi-byte characters imported from csv file are garbled.
