Update users guide Eclipse toc.xml with SOA Tooling URL links.

Teiid Designer's Eclipse help is contributed via a table of contents (toc.xml) which contains links to the actual HTML pages published via jboss.org project site.

For the product version of Designer (SOA Tooling) the URLs in the toc.xml file need to be changed to reflect the URL where the SOA Tooling docs are going to be published.

This task will not result in any change to the code, so verifying that the links are correct via the "Help > Help Contents" action should be sufficient.
