Add WS-Security Support with Sandesha2

Defect Tracker #24315: WS-Security (Rampart 1.2) engaged with WS-RM (Sandesha2 1.2) is not working in Axis2 1.2. Need to stay on top of this and implement/test with next Axis2 release. Users will need to use HTTP Basic Authentication when WS-RM is required until the issue is resolved.
