expose public postgres functions in the public schema of the VDB as well out of the box

Steps to Reproduce
1. Start ArcMap (http://desktop.arcgis.com/en/arcmap/) client from esri.
2. Define connection to VDB
3. Validate connection -> error

Actual results:
