Admittedly this stems from another bug (where VDBs with even a warning are not deployed), but the lack of details surrounding the decision to deploy in an inactive state causes confusion. Even though my logging is set to DEBUG, the server log contains no details as to why the VDB was not made active. Please see the attached log file.
