      Advanced options>> Excluded rules tags user can add empty/blank rules tags

      Steps to Reproduce:

      1. step 1 Application Inventory>> Create new>>Advanced options>> Excluded rules tags
      2. step 2 Click on Add (without providing any rules)
      3. step 3
