Description of problem
On importing a .csv file with a record without an application name, the record is accepted.
Application name is mandatory and hence, the record should be rejected.

How reproducible
Always

Steps to reproduce:
1)Import the attached .CSV file. The file has a record without an application name.

Actual results
The record is accepted.
Status shows Completed,
Accepted shows 1,
Rejected shows 0

Expected results
Record should be rejected with this message in the import error report:
'Application Name is mandatory'
