Description of problem

Business services is not a mandatory field while creating an application. While trying to edit the application's Business services we can change/Select the BS from existing but when try to keep it empty/remove it doesn't enable SAVE button.

How reproducible

(Always/Intermittent)

Steps to Reproduce:

1. step 1 For an application click on Edit to Update application
2. step 2 In Business service try to keep it empty
3. step 3 Cross button is not present and also Save button is disable
