Description of problem

If a .CSV file has an empty row among valid records, the valid records are accepted. The Application import page shows that x records were accepted and 1 record was rejected.
An error report is generated, however it's empty. It would be nice if the import error report had a message such as for the rejected record
"Invalid Record Type"

Steps to reproduce:

1)Import the attached .CSV file. The file has 5 valid records and an empty row.
2)Observe that the import error report doesn't provide any information as to why one record was rejected.

Actual results:

No error is logged in the import error report if an invalid record is rejected. The error report is empty.

Expected results:

Error report should have an appropriate message such as :
"Invalid record type"
