Description of problem

While importing applications, if 'Enable automatic creation of missing entities' is checked,
missing tags don't get created . Business services do get created.

Steps to Reproduce:

1. Use the attached .CSV file to import applications. Note that the business services (Finance , Finance and HR ) and the tag H20 don't exist.
2. While importing the file, make sure 'Enable automatic creation of missing entities' is checked .

Actual results

While importing applications, if 'Enable automatic creation of missing entities' is checked,
missing tags don't get created. In this case, the missing tag , H20 doesn't get created, but the 'Import-app-4' app was imported successfully.

Expected results

1.While importing applications, if 'Enable automatic creation of missing entities' is checked,
missing tags should get created .
2. Additionally, if a tag is missing, application should get rejected with an appropriate message such as :
"Tag Type Database and Tag H2O combination does not exist",
