I ran into this issue while verifying https://issues.redhat.com/browse/TACKLE-615 .
https://issues.redhat.com/browse/TACKLE-546 was recently fixed and as part of the fix ,
the "Admin" role is no longer required by the migrator and architect users.

Steps to reproduce:
1)Login as migrator.
2)Try to assess an application by either hitting 'Save' or 'Save and review'.

Actual results:
Assessment fails with 401 error.

Expected results:
Migrator user should be able to assess applications
