Steps to reproduce:
1. Log in as an admin user
2. Open the Administrator menu
3. Log out
4. Log in as a migrator user

Actual result:
The left side menu is the Administrator menu, and the Application inventory view is displayed for every Administrator option

Second scenario:
1. Log in as an admin user
2. Start an application assessment
3. Log out
4. Log in as a migrator user

Actual result:
UI is on Application assessment page
