After setting up a fresh dev environment and navigating to http://localhost:8080/, I see the masthead and nav but no page renders in the body (see screenshot).

Once I click a nav item it takes me there properly, and navigating back to / redirects to a page properly. I can only reproduce it by clearing browsing data or starting a new incognito session.
