      As an Application Inventory user I want to be able to maintain Stakeholders so that I can link applications to the people that are responsible for the design/development/testing/maintenance/operation/consumption of those applications or the services that they provide.

      Acceptance criteria:
      1. It must be possible to list, create, update and soft delete Stakeholders.
      2. The list must be filterable by Email, Display Name, Job Function and Group (count).
      3. The list of Stakeholders will be presented as a single page application (pagination, column sorting and filtering all work as expected). Email is the natural key and the default sort order is Email ascending.
      4. The delete action requires a confirmation.
      5. If a User uses the delete action and the Stakeholder is linked to another entity (e.g. Stakeholder Group, Business Service or Assessment) then the user will be presented with a narrative to inform them of that.
      -6. The delete action is a soft delete. Soft deleted entities are not visible via the UI.
      7. The screens must conform to the UXD design
      8. The Display Name is mandatory.
      9. The Job Function is mandatory and is an extensible drop down list (provisional values).
      10. The Stakeholder Group is optional and is a drop down list.
      11. Filter criteria within each filterable field have an OR relationship to each other. Filter criteria for different fields have an AND relationship (e.g. (Field1=ValueX OR Field1=ValueY) AND (Field2=ValueZ).
      10. A toastr message will inform the user if an update action has been successful/failed.
      11. The Groups field is display only and is a count of the number of Stakeholder Groups (excluding soft deleted) the user belongs to.
