      The Application Importer must cater for the import of dependencies.
      I would suggest a new Record Type (2) for Dependencies.
      The importer processes (and potentially rejects some) of the Type 1 (application) records first. Then processes the Type 2 records next. Validating each type 2 record in turn and updating the DB as it goes (using the same API that the UI does).
