Steps to reproduce - 

1. Create 2 applications and assess them in such a way that they generate low risk
2. During review, provide the effort estimate as small and provide exactly the same work priority and business criticality number
3. Observe the applications in graph view of adoption candidate distribution

Expected Result - The application circle should be visible, or even if they overlap, they must show application name on hovering

Actual Result - The similar effort apps overlap each other and are not visible separately
