Steps to reproduce - 

1. Go to Application inventory view
2. Create a new application
3. Select the app and click on assess button
4. Without making selections or filling up questions, simply click on Cancel
5. Click on 3 dot menu of the application
6. Discard assessment option is enabled

Expected Result - If no changes are done or any input has not been given, the assessment should not be marked as In-Progress and discard assessment should not be enabled

Actual Result - Even after making no changes, the discard assessment option is enabled
