[TACKLE-7] No toggle button visible after deleting the only tag inside a tag type

      1. Create a new tag type with some values
      2. Create a new tag and list it under the above created tag type
      3. Click on toggle button left of tag type and delete the single tag listed
      4. Observe the UI, the toggle button disappears and user cannot close it
      5. Also, it leaves behind an empty tag row floating in UI
