The current design is to have a 1 : 0/1 relationship between an Application and an Assessment.

We might want to consider changing that so a single Assessment can be linked to many applications.

This Jira is the vehicle for defining the benefits/disbenefits for making that change, defining the revised UX and assessing the technical impact.
