As a front-end developer I need to minimally implement a graph card display that leverages the existing on-demand 2 to 1 graph card display that handles

• current running total
• remaining capacity

This issue is being expanded to replace SWATCH-931. The GUI will now be handling the subtraction and addition associated with the "remaining capacity" and "overage" displays.

• Remaining capacity = Capacity - Tally last date values
• Overage = Tally - Capacity last date values but >=0 (do not display negative values)

Assumptions and questions

• If time allows we can review creating a story for a new 3 to 1 graph card display that allows area charts. The current 2 to 1 on-demand display only allows single metric displays. This would be a combination of the area-chart display and metric displays.
• The 3rd aspect, overage, could be handled via tooltip, if time allows
• area chart modification will be its own story
• this should be linked to the corresponding api response... metrics
