We need to investigate the available options for linking both the dev and iqe-plugin repos when opening PRs. Specifically, we are looking to answer two scenarios:

• Investigate existing IQE capabilities to link tests in stage to run conditionally based on the state of a Jira cards.
  • For example, IQE features a Jira skip marker that allows tests to be skipped until a known issue is resolved (docs . We might be able to use this feature, or something similar to accomplish this.
• Methods to run tests against a PR before the tests have been approved/merged into the IQE repo. 
  • This researching the implementation details of how to link the iqe and dev PR cards, so that they can reference each other in the PR check script, and ideally, utilize a single bonfire instance between them for the PR checks.
  • Hard-coding the PR IDs into the PR check script is not an acceptable solution.
