Once ~~SWATCH-685~~ and SWATCH-867 have been released and verified in production, we need to remove the old tally code.

Remove InventoryAccountUsageCollector.tally(Set<String> products, OrgHostsData orgHostsData)
Remove TallySnapshotController.performLegacyTally(String orgId, String account)
Remove the `LEGACY_NIGHTLY_TALLY_ENABLED` configuration option.
