In the blocking card, role based security will be applied to the contracts service test endpoints.  We want to be able to test that the test endpoints CANNOT be accessed as part of that card, so the first time we're testing that isn't in production.  Almost immediately after we validate that, we want to get the endpoints reenabled in stage so it can continue to be tested.

• add EE quarkus profile in addition to stage and prod
  • update app-interface to set QUARKUS_PROFILE (see https://gitlab.cee.redhat.com/service/app-interface/-/merge_requests/61024 )
• remove duplicate "service" security scheme listed in the openapi path definition
