GUI - OCP PAYG graph displays today date for all future dates

OCP PAYG graph will display the same date - current date - for all future items. See attached screenshots for comparison between OCP PAYG and RHOSAK.

This is inconsistent with all other PAYG graphs, which will display future dates just fine. This is also a regression that causes QE test to fail.

Last time it passed was on 11/17/2022, 6:27:20 PM. First time it failed was on 11/18/2022, 5:56:20 AM. It has been consistently failing since then.
