The purpose of this card and it's dependencies is to create a map between AccountID and OrgID within Swatch that will allow us to easily translate between the two values while we are in the middle of the move to OrgId.

Dev Notes:

Double check that nulls are unique from each other in Postgres

QE Notes:

Regression testing only. There is no functional change as a result of this card.
