In order to be able to deploy swatch-tally with minimal dependencies for component testings, we must remove the swatch-contracts and export-service dependencies in the swatch-tally clowdapp. Swatch-tally no longer utilizes the liquibase in swatch-contracts so the two services no longer have a dependency on eachother.

Acceptance Criteria:

• Swatch-tally can be deployed in EE without swatch-contracts and export-service
• Component-tests pass with no swatch-contracts or swatch-exports deployed.
