Create a comprehensive test plan document for the _ANY epic:

• Define functional scenarios, edge cases, and validation flows to be tested.
• Document data setup requirements and environment assumptions.
• Specify minimum baseline performance expectations (non-perf team scope).
• Clearly outline success criteria and validation approach.
• Exclude formal load/stress testing owned by the Performance team.
• Identifying what monitoring tools we want (Sumo and Grafana)

AC:

• Test plan document created, shared AND reviewed/approved by the team.
• Functional test scenarios for _ANY behavior are clearly listed.
• Required test data and environment prerequisites are defined.
• Baseline performance is documented to make sure before and after behavior.
• Validation steps and expected outcomes are clearly stated.
• Scope explicitly excludes dedicated performance team activities.
• Add test plan to the design document.
