As a QE I would like to be notified if there are failures that are non test related to the pipelines that run our tests and the deploy our services to stage. Currently we receive alerts in the channels alerts-swatch and alerts-swatch-qe that can be used as an example. 

Acceptance Criteria 

• An alert is received when the post stage deploy fails to deploy
• An alert is received if a Curiosity, Post stage or the RHSM Subscriptions Konflux pipelines fail to run because of a error.
• The alert specify which pipeline, which build and the error that occurred. If possible try to grab the log as well. 
• This should be used to establish a pattern for future alerts
