As a tech lead, I want to deploy the infrastructure that supports Notifications to work out any possible needed engagement with the app sre team about our current quota limits.

Acceptance Criteria

• Doc is updated to include instructions on how to get swatch-utilization service in the prod namespace while still having the Notification functionality turned off
• If we are ready to soft launch this, include the steps on how to toggle the Unleash flagInclude instructions on how to verify that the new topics exist
• Include instructions how we can verify auth between our service and the notifications topic
