Acceptance Criteria

• Doc is reviewed and finalized in tandem with Lindsey.
• Doc is updated to include instructions on how to get swatch-utilization service in the prod namespace while still having the Notification functionality turned off
  If we are ready to soft launch this, include the steps on how to toggle the Unleash flagInclude instructions on how to verify that the new topics exist
  Include instructions how we can verify auth between our service and the notifications topic
