• Review and validate customer-facing usage of Tally Report API and Instance API.
• Target these two APIs as the initial scope of investigation.
• Research how the UI sends request parameters to the backend.
• Ensure the UI passes empty parameters instead of _ANY.
• Validate that empty values are converted to _ANY only within ResourceUtils field sanitization logic.

AC: 

• UI requests for Tally Report API and Instance API are confirmed to pass empty parameters, not _ANY.

• No other backend components convert empty values to _ANY outside ResourceUtils.
