As a QE I would like to be able to deploy the needed services (contract, utilization) along with the Notifications services to an ephemeral environment in order to ensure we can test the integrations between the services. 

Currently there are some limitations that prevent the integration to be tests fully in the ephemeral environment.

•  The tables that we can use to verify that Notifications has received a message from other services only update after a kubernetes cron job is triggered at 2am 

• There is a limitation that prevents the Notifications from sending multiple emails 

• Setting up an org environment can be a bit tricky in order to ensure that an overage has occurred to trigger the Utilization service
