Context
The test test_swatch_billable_usage.py::test_verify_status_consumer_populates_remittances_with_succeeded is failing and needs investigation and resolution.

Acceptance Criteria

• Investigate if this is truly a blocker or just a flaky test.
• Investigate why the test is failing
• Identify root cause of the failure
• Fix the test or the underlying implementation as appropriate
• Ensure all related tests continue to pass
• Update test documentation if needed
