ROSA long run automation not triggering correctly

      The ROSA test passed after we removed the extra ROSA instance in SWATCH-4365.

      However, there is a new issue where the automation is not triggering the longrun_rosa_cluster_setup correctly, resulting in usage below capacity and hence the long run ROSA test is again failing. This card is to investigate this issue and fix it.

      AC:

      1. Investigate the long run automation trigger issue and fix it
      2. Add more logging with words like Long run to find logs easily.
