Follow the documentation for stage refresh and re-create all user accounts for IQE test suites (rhsm plugin and curiosity plugin). The capacity plugin has been archived, but periodical test suites still use it. 

Acceptance Criteria:

• Recreate user accounts for RHSM plugin
• Recreate user accounts for Curiosity Plugin
• Failing tests should pass after this change.
• Ensure that the test_verify_rhel_els_payg_aws_metering_and_billing is passing and if it is not create a card to be pulled into the sprint
