Due to the high load caused by floorist queries, the floorist configurations need to be updated to use the read clone of the swatch database. 

Acceptance Criteria

• The FloorPlan in swatch-tally clowdapp.yaml is extracted into its own file and provisioned as its own resourceTemplate in app-interface
• Floorist configurations in stage, if there are any, are using the rhsm-stage-readonly database instance
• Floorist runs in production are using the rhsm-prod-readonly database instance
