When submitting usages using the marketplace API for AWS and Azure, if the connection hangs and never ends, then the service is restarted.
Then, the same usages are resubmitted/retried (because the message was nack).

What happen if the usage was already submitted in the first call that never ended? If this a double billing scenario?

This task is to clarify how API behaves under the mentioned scenarios and suggest tasks if needed to mitigate the risk of double billing.
