The test test_tally_retally.py::test_validate_values_re_tally_sync[25-rhel-for-x86-els-payg] failed 10 of the last 10 test runs. As this is failing on every test run this should be evaluated for whether it is still needed as a regular test or fixing in the existing suite.

1. Root Cause Determined: The reason for the constant test failure is identified and documented (bug in system OR flaw in test).
2. Resolution Complete: The system bug is fixed, OR the faulty test is stabilized/fixed, OR the obsolete test is removed.
3. CI Reliability: The test (or its replacement) passes reliably in the Continuous Integration (CI) environment.
4. Decision Documented: The final decision (fix/retire) is updated on the ticket or a related ticket.
