      The test test_tally_handling_updates.py::
      test_tally_payg_correctly_handles_metric_value_updates[25-rhel-for-x86-els-payg] has been failing frequently in test runs, even after moving it to its correct place as an ephemeral test. Most likely this can be turned into a component test for more stability.

      Acceptance Criteria:

      1. Determine if this would be better as a component test.
      2. If yes, move it to the component test framework and confirm it is consistently passing. If no, fix the test to pass in CI and remove the iqe_blocker tag from the test.
