Establish swatch-tally as the authoritative migration owner by adopting native framework integration for the shared database schema used by swatch-api, swatch-tally, and swatch-system-conduit.

Acceptance Criteria

• Core database migration scripts transferred from swatch-database-migrations to swatch-tally module
• swatch-tally configured to run migrations using native Quarkus Liquibase execution
• swatch-api continues to work with migrations managed by swatch-tally
• swatch-system-conduit continues to work with migrations managed by swatch-tally
• All three services (swatch-api, swatch-tally, swatch-system-conduit) can start independently and handle database initialization correctly
• Transfer core migration scripts from swatch-database-migrations to swatch-tally
