As a QE, I would like there to be component tests around  Billable usage processing tally summaries. There is a current change that will cause a daily and hour summary to be sent to the Billable usage service. We want to ensure that we are ONLY processing HOURLY SUMMARIES. This is vital as to ensure we are accurately processing usage. 

Acceptance Criteria

• Ensure that there is a work component test plan around processing tally hourly summaries and NOT daily (This is part of SWATCH-3790)( This test plan should be scoped to this feature )
  • This test plan should be presented to the team before the tests are merged in
  • Should include a negative test of attempting to process a Daily Summary
• See if we can create a negative test to ensure if a daily snap is processed ( and sent to the producers ) we are notified
