Create a test plan for capacity that enumerates all the endpoints & tests expected to be created for swatch-contracts API testing in the new java testing framework. 

After the work on SWATCH-4072 we have determined that the test should be removed from stage and moved to the new java testing framework. This should be added to the test plan.
