With the move to konflux.
The ephemeral iqe tests for curiosity should be running in konflux.
Create a new build running the same tests that are run in https://ci.int.devshift.net/job/RedHatInsights-curiosity-frontend-pr-check/
This build should run for prs.

The unleash-proxy template needs to be available outside of the private gitlab

Acceptance:

• new konflux build
• runs ephemeral curiosity iqe tests
• passes
