Inconsistent monitoring in grafana after migrating to aws_kafka_sum_offset_lag_sum

      Updates were made in SWATCH-3835 that was supposed to fix our grafana graphs.  I noticed that our task lag graphs that helps us monitor our queues don't have data consistently.

      This screenshot is for 24hr.  I don't see errors that account for the missed spikes in the right graph.  And each of those metering tasks should have resulted in a service instance ingress spikes.
