Configure a job that will flush the outbox on a schedule

      Configure a job that will flush the outbox on a configured schedule using the REST API implemented by SWATCH-3784.

      By default the job should run every 2 minutes. 

      Testing Requirements

      Verify that the job runs successfully in an EE, and stage after merging.

      Acceptance Criteria

      The job's schedule is configurable and runs in an EE.
