The endpoint should use the outbox repository to create a new outbox record based on the JSON in the request body (outbox DTO).

Acceptance Criteria

The endpoint can be used to create an outbox record for testing purposes.
Unit tests covering the endpoint.
IQE component test to test the POST endpoint. Verification should be done by reading the database to look for the record
