The test 'test_validate_openshift_tally_and_system_table_sockets_shows_correct_data is failing and we need to reevaluate the tests purpose and what it is validating. The test is currently getting a tally report for the endpoint 'v1/tally/products/{product_id}/{metric_id}' and comparing the usage to the number of sockets returned from the end point 'v1/instances/products/{product_id}'.  It is failing from the tally report returning 0. To isolate this test we need to know exactly what the tally report is suppose to return.
