Add a test to check the AWS usage for rhel-els-payg longrun

Usage is expected to be 24 however, there may be a discrepancy between AWS and SWATCH due to how/when AWS records usage. As such, AWS may be behind in usage but it should NEVER be over.

The current test `test_verify_rhel_els_payg_aws_metering_and_billing` already has a range verification so we should be able to reuse that
