After a PR merges to main all the ephemeral tests should be re-run. This ensures that if there are conflicts between two PRs and they are merged we still have a test suite that will catch the changes. It should be able to run in a very similar pipeline to the one for stage post deploy.

Acceptance Criteria

• Ephemeral tests are run after merge, this may use the same job if filters can be updated appropriately on ibutsu
• This job is created on smqe jenkins (because konflux is not ready for it given their lack of monorepo support). This is configured in the swatchci repo
• Results are reported in the Ibutsu "Post deploy health - Tekton" widget
